Internal Regulations of the Prague University of Economics and Business

The Ministry of Education, Youth and Sports has registered the following under Section 36(2) of Act No. 111/1998 Coll., on Higher Education and on Amendments and Additions to Other Acts (Act on Higher Education), on 23 February 2017 under no. MSMT-4903/2017 Statute of the Prague University of Economics and Business.

Amendments to the Statute of the Prague University of Economics and Business were registered by the Ministry of Education, Youth, pursuant to Section 36 (2) of the Higher Education Act on 28 November 2018 under No. MSMT-39257/2018, on 7 September 2020 under no. MSMT-35399/2020-2, on 25 October 2022 under ref. MSMT-29564/2022-3, on 8 April 2024 under ref. MSMT-5787/2024-3, and on 31 July 2024 under ref. MSMT-11244/2024-3.

The Academic Senate of the Prague University of Economics and Business has agreed on the following Statute of the Prague University of Economics and Business

Preamble

The Statute of the Prague University of Economics and Business expresses the will of its academic community to fulfill the mission of the public university, which is to provide Czech and foreign students with quality higher education in a wide range of economic and other study programmes at bachelor, master and doctoral level with the prospect of employment on the labour market and to develop scientific research activities both independently and in cooperation with partner universities, governmental and non-governmental institutions and the business sector.

The Prague University of Economics and Business aspires to be a leader in economic education in Central Europe and wants to be a socially responsible university that works closely with practice and responds to its needs, guides its students towards ethical behaviour, individual and social responsibility and defends the free expression of ideas and thoughts.

Article 1
Name, seat, type and legal predecessor of the university

  1. The name of the college is: Prague University of Economics and Business (hereinafter referred to as “VŠE”). The name of the VŠE in English is: Prague University of Economics and Business.
  2. The headquarters of the Prague University of Economics and Business are located at Winston Churchill Square 1938/4, Prague 3.
  3. VŠE was established on 1 September 1953 from the Faculty of Economics of the University of Political and Economic Sciences in Prague by Government Decree No. 40/1952 Coll., on further changes in the organisation of universities, issued on the basis of Act No. 58/1950 Coll., on universities.
  4. The VŠE is a public university within the meaning of Act No.111/1998 Coll., on Higher Education and on Amendments and Supplements to Other Acts (the Higher Education Act), as amended (hereinafter referred to as “the Act”).
  5. The VŠE is a university public higher education institution that carries out bachelor’s, master’s and doctoral study programmes (hereinafter referred to as “educational activities”) and, in connection with this, develops scientific and research, development and innovation, artistic or other creative activities (hereinafter referred to as “creative activities”). The VŠE may also carry out complementary activities, including lifelong learning programmes and internationally recognised courses; the rules and procedures for carrying out complementary activities are further regulated by the Rector’s Directive.

Article 2
Stamps and trademarks of the Prague University of Economics and Business

  1. The VŠE uses official stamps on decisions and other documents issued in the exercise of state authority vested in it by law or on the basis of law, which display a small state emblem, the designation ” Prague University of Economics and Business ” and a serial number. Faculties shall use for these purposes official stamps bearing a small state emblem, the designation ‘Vysoká škola ekonomická v Praze’, the name of the faculty and a serial number.
  2. The conditions for the use of the official stamps of the Prague University of Economics and Business and its faculties, the procedure for keeping records of official stamps and the use of other stamps are regulated in the Prague University of Economics and Business and its Records Regulations.
  3. The trademarked name of the VŠE is the graphic logo of the VŠE, which is protected by a trademark, and the name of the VŠE both in its full version ” Prague University of Economics and Business ” and in the abbreviated version “VŠE” or ” Prague University of Economics and Business “.

Article 3
Internal regulations of the Prague University of Economics and Business

  1. The internal regulations of the VŠE within the meaning of Section 17 (1) of the Act are:
    1. Statutes of the Prague University of Economics and Business,
    2. Election Rules of the Academic Senate of the Prague University of Economics and Business,
    3. Rules of Procedure of the Academic Senate of the Prague University of Economics and Business,
    4. Internal wage regulations of the Prague University of Economics and Business,
    5. Rules of Procedure of the Scientific Council of the Prague University of Economics and Business,
    6. Regulations of the selection procedure for filling academic staff positions at the Prague University of Economics and Business,
    7. Study and Examination Regulations of the VŠE,
    8. Scholarship Regulations of the Prague University of Economics and Business,
    9. Disciplinary Regulations for Students of the Prague University of Economics and Business,
    10. Rules of the system of quality assurance of educational, creative and related activities and internal evaluation of the quality of educational, creative and related activities of the VŠE,
    11. Regulations of the Habilitation and Appointment to Professor Procedure at the Prague University of Economics and Business and
    12. The Order of Lifelong Learning and Education in Internationally Recognised Courses of the Prague University of Economics and Business.
  2. The Rector is authorised to issue, within the limits of the law and the internal regulations of the VŠE, school-wide binding directives, orders and measures, in particular to specify procedures for the application of legal regulations and internal regulations of the VŠE. The Bursar may also issue directives and orders in the area of management and internal administration within the scope of the Rector’s measure.

Article 4
Code of Ethics of the Prague University of Economics and Business

  1. The VŠE issues its Code of Ethics (hereinafter referred to as the “VŠE Code of Ethics”), which sets out the principles and rules of ethical behaviour of VŠE employees and students. It applies to all employees and students of the VŠE.
  2. The Rector submits the draft Code of Ethics to the Academic Senate of the VŠE (hereinafter referred to as the “AS VŠE”) for its opinion. Prior to this, the Rector submits the draft Code of Ethics to the faculties, other parts of the VŠE referred to in Article 16, the Scientific Council of the VŠE and the Board of Trustees of the VŠE for discussion.
  3. The provisions of paragraph 2 shall apply mutatis mutandis to the amendment or cancellation of the Code of Ethics of the Prague University of Economics and Business.

Article 5
Academic community of the Prague University of Economics and Business

  1. The academic community of VŠE consists of academic staff of VŠE and students of VŠE. The status of an academic staff member and the status of a student is regulated by law.
  2. If membership in any of the self-governing bodies of the VŠE is linked to membership in the academic community of the VŠE, such membership shall cease upon termination of membership in the academic community, except in the cases referred to in paragraphs 3 and 4.
  3. Pursuant to Section 8(3) of the Act, it is stipulated that if a student elected to the AS of the VŠE during his/her term of office is enrolled in another, directly related study programme carried out by the faculty of the VŠE for which he/she was elected, his/her membership in the AS of the VŠE does not expire, provided that he/she enrols in the immediately related study programme at such faculty within 45 days of the completion of his/her studies. During the months of July and August, the time limit under the first sentence shall not run.
  4. Section 26(3) of the Act provides that if a student elected to the Academic Senate of a faculty is enrolled in another, immediately related study programme offered by such faculty during his or her term of office, his or her membership in the Academic Senate of the faculty shall not cease, provided that he or she enrols in the immediately related study programme at such faculty within 45 days of the completion of his or her studies. During the months of July and August, the time limit under the first sentence shall not run.

Article 6
Emeritus and Visiting Professors of VŠE

  1. The honorary title of ” Emeritus Professor” can be awarded to a professor of the VŠE who is no longer a member of the academic community and has made a significant contribution to the development of the VŠE or its faculty.
  2. The title of “Emeritus Professor” is conferred by the Rector on the proposal of the Faculty’s Scientific Board with the prior approval of the VŠE Scientific Board. Details are regulated by the Rules of Procedure of the Scientific Council of the Prague University of Economics and Business.
  3. A professor emeritus has the right to participate in the creative activities of the faculty that submitted the proposal for the award of the degree. For this purpose, he/she has the right to use the facilities and equipment of the faculty’s departments to the extent agreed with the head of the relevant department.
  4. The award of the title “Emeritus Professor” does not confer membership in the academic community of the VŠE or any employment or property rights.
  5. Visiting professors may participate in the educational, creative and related activities of the VŠE. The details of their appointment and activities are regulated by the Rules of the Quality Assurance System for Educational, Creative and Related Activities and Internal Quality Assessment of Educational, Creative and Related Activities of the VŠE.

Article 7
Academic Senate of the Prague University of Economics and Business

  1. The Academic Senate of the VŠE is composed of elected representatives of the academic community of the VŠE. The competence, powers and responsibilities of the AS of the VŠE are determined by law and the internal regulations of the VŠE. In the performance of their duties, members of the AS of the VŠE are not bound by the opinion of the academic self-government bodies of the faculties or other parts of the VŠE for which they were elected to the AS of the VŠE, but only by their conscience and the interests of the VŠE as a whole.
  2. The number of members of the AS of the VŠE is equal to five times the number of faculties of the VŠE increased by one member. Each faculty of the VŠE is represented by three members of the AS of the VŠE from among the academic staff of the faculty and two members of the AS of the VŠE from among the students of bachelor, master or doctoral study programmes of the faculty. One member of the AS of the VŠE is elected from among the academic staff who are not enrolled in any faculty of the VŠE.
  3. The term of office of the members of the AS VŠE is three years. Elections to the AS VŠE are direct, with a secret ballot.
  4. The formation and termination of membership in the AS VŠE, elections to the AS VŠE and the status of an alternate member of the AS VŠE are regulated by the Election Rules of the AS VŠE. The manner of the AS VŠE meeting is regulated by the Rules of Procedure of the AS VŠE.
  5. The Board of the AS VŠE consists of the Chair and two Vice-Chairs. One Vice-Chair of the AS VŠE is elected from among the members of the AS VŠE – academic staff and one from among the members of the AS VŠE – students.
  6. The Chair of the AS VŠE manages the activities of the AS VŠE and represents it externally. In his/her absence, the Chair is represented by the Vice-Chairss to the extent and in the order determined by the Chair.

Article 8
Rector of the Prague University of Economics and Business

  1. The competence, powers and responsibilities of the Rector are determined by law, other legal regulations and the internal regulations of the VŠE.
  2. The Rector is represented by Vice-Rectors to the extent determined by the Rector.
  3. The Rector’s permanent advisory bodies are the VŠE management and the Rector’s College. The management of the VŠE consists of the Vice-Rectors and the Bursar. The Rector’s College consists of Vice-Rectors, Deans, the Bursar and the Chair of the AS of the VŠE. Both of these advisory bodies may include additional members appointed by the Rector. The Rector chairs the proceedings of both these advisory bodies.
  4. The Rector may set up other permanent and temporary advisory bodies as necessary and appoint their members. These bodies shall terminate no later than the first day of the newly appointed Rector’s term of office.

Article 9
Scientific Council of the Prague University of Economics and Business

  1. The competence, powers and responsibilities of the VŠE Scientific Council are determined by law and the internal regulations of the VŠE.
  2. The Rector is the Chairman of the Scientific Council of the Prague University of Economics and Business. The Rector appoints and dismisses the other members of the VŠE Scientific Council with the prior approval of the AS VŠE.
  3. The term of office of the other members of the VŠE Scientific Council ends on the first day of the newly appointed Rector’s term of office.
  4. The manner of the proceedings of the VŠE Scientific Council is regulated by the Rules of Procedure of the VŠE Scientific Council.

Article 10
Internal Evaluation Board of the Prague University of Economics and Business

  1. The Internal Evaluation Board of the VŠE is established as a self-governing academic body of the VŠE.
  2. The competence, powers and responsibilities of the Internal Evaluation Board of the VŠE are determined by law and the internal regulations of the VŠE.
  3. The Internal Evaluation Board of the VŠE consists of:
    1. the President, who is the Rector,
    2. Vice-Chairman appointed by the Rector from among the academic staff of the Prague University of Economics and Business who are professors or associate professors,
    3. Chair of the Academic Senate of the Prague University of Economics and Business and
    4. other members appointed by the Rector, one third of whom are appointed by the Rector on the proposal of the VŠE Scientific Council and one third on the proposal of the AS VŠE.
  4. One member of the Internal Evaluation Board of the VŠE is always appointed from among the students of the VŠE.
  5. The Rector appoints and dismisses the members of the Internal Evaluation Board of the VŠE under paragraph 3 (b) and (d) with the prior approval of the AS of the VŠE.
  6. The term of office of the members of the Internal Evaluation Board of the VŠE referred to in paragraph 3(b) and (d) shall end six months after the first day of the newly appointed Rector’s term of office.
  7. The Internal Evaluation Board of the VŠE is fully entrusted with the powers of the Scientific Board of the VŠE pursuant to Section 12 (1) (b), (c) and (e) of the Act.
  8. The manner of the Internal Evaluation Board of the VŠE is regulated by the Rules of the Quality Assurance System for Educational, Creative and Related Activities and Internal Evaluation of the Quality of Educational, Creative and Related Activities of the VŠE.

Article 11
Disciplinary Committee of the Prague University of Economics and Business

  1. The Disciplinary Committee of the Prague University of Economics and Business is hereby established.
  2. The competence, powers and responsibilities of the Disciplinary Committee of the Prague University of Economics and Business are determined by law and the internal regulations of the Prague University of Economics and Business.
  3. The Rector appoints and removes the members of the Disciplinary Committee of the Prague University of Economics and Business with the prior approval of the AS of the Prague University of Economics and Business from among the members of the academic community of the Prague University of Economics and Business. The Disciplinary Committee of the VŠE has four members, two members are academic staff of the VŠE and two members are students of the VŠE.
  4. The term of office of the members of the Disciplinary Board of the Prague University of Economics and Business is two years.
  5. The manner of proceedings of the Disciplinary Committee of the Prague University of Economics and Business and the procedure for hearing disciplinary offences of students are regulated by the Disciplinary Regulations of the Prague University of Economics and Business.

Article 12
Board of Trustees of the Prague University of Economics and Business

  1. The competence, powers and responsibilities of the Board of Trustees of the VŠE are determined by law and the internal regulations of the VŠE.
  2. The members of the Board of Trustees of the Prague University of Economics and Business are appointed and dismissed by the Minister of Education, Youth and Sports (hereinafter referred to as the “Minister”) after prior consultation with the Rector.
  3. The manner of proceedings of the Board of Trustees of the Prague University of Economics and Business is regulated by the Statute of the Board of Trustees of the Prague University of Economics and Business approved by the Minister.
  4. The Rector shall send the proposals for approval under Section 15(2)(b) and (c) of the Act to the Board of Trustees of the VŠE within five working days after their approval by the AS of the VŠE. The date of referral pursuant to Section 14(5) of the Act shall be the date on which the referral pursuant to the preceding sentence was made.

Article 13
Bursar of the Prague University of Economics and Business

  1. The competence, authority and responsibility of the Bursar are determined by law, other legal regulations and internal regulations of the VŠE. The Bursar represents the VŠE to the extent determined by the Rector’s measure.
  2. The Bursar shall be appointed and dismissed by the Rector, to whom the Bursar is directly subordinate and to whom he is responsible.
  3. The Bursar, within the scope set by the Rector’s measure, in particular:
    1. manages the management and internal administration of the VŠE,
    2. manages the activities of the Rector’s Office,
    3. acts on behalf of the VŠE in employment relations,
    4. manages the property of the Prague University of Economics and Business and takes care of its reproduction; and
    5. controls the complementary activities of the VŠE and its units.

Article 14
Organisational structure of the Prague University of Economics and Business

  1. The organisational structure of the VŠE is formed by its:
    1. self-governing academic bodies,
    2. other authorities,
    3. faculties and
    4. other components.
  2. The interrelationships of the elements of the organisational structure of the VŠE referred to in paragraph 1 are defined by law, other legal regulations and internal regulations of the VŠE.

Article 15
Faculties of VŠE

  1. VŠE is divided into the following faculties:
    1. Faculty of Finance and Accounting, which is located in Prague,
    2. Faculty of International Relations, which is located in Prague,
    3. Faculty of Business Administration, which is located in Prague,
    4. Faculty of Informatics and Statistics, which is located in Prague,
    5. Faculty of National Economy, which is located in Prague, and
    6. Faculty of Management, which is located in Jindřichův Hradec.
  2. The competence, powers and responsibilities of the faculty bodies are determined by the law, the internal regulations of the VŠE and the internal regulations of the faculty.
  3. The faculty bodies have the right to decide or act for the VŠE in the following matters concerning the faculty:
    1. matters referred to in Section 24(1) of the Act,
    2. development and implementation of study programmes in accordance with the Rules of Quality Assurance of Educational, Creative and Related Activities and Internal Quality Assessment of Educational, Creative and Related Activities of the VŠE,
    3. the strategic focus of the Faculty’s educational and creative activities,
    4. foreign relations and activities, with the exception of student exchange agreements; and
    5. supplementary activities and the use of the funds obtained from these activities, within the scope set out in the Rules of Management of the VŠE set out in Annex 1.
  4. The Dean is authorised to conclude contracts on behalf of the Prague University of Economics and Business related to the matters referred to in paragraph 3.
  5. The dean decides on the rights and obligations of students in study programmes implemented by the faculty:
    1. in matters referred to in section 68(1)(a) to (d) and (g) to (i) of the Act,
    2. in the matters referred to in section 68(1)(f) of the Act, only on the assessment of study-related fees under section 58(4) of the Act.
  6. The Dean is authorised to act under Section 68(1)(e) in accordance with the Scholarship Regulations of the Prague University of Economics and Business. The Rector’s power to act in these matters is not affected.
  7. The Dean of the Faculty of Management also decides on the assessment of the study-related fee pursuant to Section 58(3) of the Act for students enrolled for study in study programmes implemented by this faculty.
  8. The Rector shall decide on the rights and obligations of students enrolled in study programmes carried out by the Faculty which are not listed in paragraphs 5 to 7.

Article 16
Other parts of the VŠE

  1. Other parts of the VŠE are other workplaces and special-purpose facilities.
  2. The competence, powers and responsibilities of the bodies of other units are determined by the law, other legal regulations, internal regulations of the VŠE and the statutes of these other units approved by the AS of the VŠE.
  3. Another unit is headed by a director appointed by the Rector on the basis of a selection procedure. The Director is dismissed by the Rector.
  4. Other units are not legal entities; the directors of other units act for the VŠE in matters defined by the unit’s statutes.
  5. A list of other components is published by the VŠE in the public section of its website.

Article 17
Rectorate

  1. The Rector’s Office is an internal unit of the VŠE, which performs tasks related to the professional, organisational and material and technical support of the educational, creative and related activities of the VŠE, its bodies and units. The Rectorate mainly:
    1. provides for the needs of the VŠE as a whole,
    2. ensures the material and administrative activities of self-governing academic bodies and other bodies of the VŠE; and
    3. carries out organizational, coordinating, consulting, methodological, registration and control activities in the field of strategic and developmental, study and pedagogical, scientific, research and innovation, artistic, knowledge and technology transfer, economic, personnel, legal, investment, external relations, foreign relations and internal administration, including in relation to the components of the VŠE.
  2. The organisational chart of the Rector’s Office is published by the Prague University of Economics and Business in the public part of its website.

Article 18
Framework conditions for admission to study and method of application

  1. The conditions for admission to study in accredited study programmes are announced by the faculty for the relevant academic year in accordance with the law.
  2. The application for study is submitted in electronic form via the information system of the VŠE.
  3. Applicants may be admitted to study at the VŠE in the context of the announced admission procedure on the basis of fulfilling the conditions set by the faculty. The fulfilment of the conditions is usually verified by an entrance examination; the faculty may decide to waive the entrance examination if the conditions set by the faculty allow such a possibility.

Article 19
Conditions of study for foreigners and students of foreign partner universities studying at the VŠE

  1. For the purposes of this Statute, a foreigner is a natural person who does not have the citizenship of the Czech Republic.
  2. If a student of the VŠE is a foreigner, he/she has the same rights and obligations as a student with Czech citizenship, or other rights and obligations arising from international treaties by which the Czech Republic is bound.
  3. The rights and obligations of a student of a foreign partner university studying at the VŠE are also regulated by the agreements concluded between the VŠE and the partner university. The internal regulations of the VŠE, the Code of Ethics of the VŠE, the statutes of other units of the VŠE, as well as the directives, orders and measures of the Rector apply to these persons, unless otherwise stated therein.

Article 20
Study-related fees

  1. VŠE collects the following study-related fees:
    1. the fee for acts related to the admission procedure for study in a study programme conducted in the Czech language pursuant to Section 58(1) of the Act,
    2. the fee for longer studies in a Bachelor’s or Master’s degree programme conducted in the Czech language pursuant to Section 58(3) of the Act,
    3. the fee for acts related to the admission procedure for study in a study programme conducted in a foreign language pursuant to Section 58(4) of the Act; and
    4. the fee for study in a study programme conducted in a foreign language pursuant to Section 58(4) of the Act.
  2. The fee for acts connected with the admission procedure for study in a study programme conducted in the Czech language pursuant to paragraph 1(a) shall be 20% of the base established pursuant to Section 58(2) of the Act (hereinafter referred to as “the base”) rounded down to the nearest ten crowns.
  3. The fee for longer studies in a bachelor’s or master’s degree programme conducted in the Czech language pursuant to paragraph 1(b) shall be:
    1. when exceeding the standard period of study increased by one year for the first and second six months of study CZK 27,000,
    2. if the standard period of study is exceeded by one year, increased by a third and each additional six months of study CZK 45,000.
  4. The period of study within the meaning of Section 58(3) of the Act is calculated in days and begins on the date of enrolment.
  5. The fee for acts related to the admission procedure for study in a study programme conducted in a foreign language pursuant to paragraph 1(c) shall be EUR 50.
  6. The fee for study in a study programme conducted in a foreign language pursuant to paragraph 1(d) is:
    1. EUR 5,000 per academic year of study in the standard period of study in a bachelor’s or master’s programme; payment of the fee may be spread over two equal instalments,
    2. EUR 2,500 for each additional semester of study in a bachelor’s or master’s degree programme, if the duration of study, calculated in semesters, exceeds the standard duration of study,
    3. EUR 500 per academic year of study in the standard period in the doctoral programme.
  7. The fee for study in a study programme conducted in a foreign language referred to in subsection (1)(d) shall not be assessed if:
    1. the student is a student studying under foreign development aid (government scholarship) and international treaties,
    2. the student is sent to study at the VŠE by a partner university as part of a double degree or joint degree programme, unless the contract under which the student was sent to the VŠE states otherwise.
  8. The Rector may, in deciding on an appeal against a decision to assess a fee under subsection (1)(b), waive, reduce, defer or stagger the payment of the fee, taking into account:
    1. the student’s health or social situation that affected the extension of the study period,
    2. the time elapsed between the date of the obligation to pay the fee and the date of graduation; in this case, the Rector will excuse the missed deadline for filing an appeal if the appeal was filed without undue delay after graduation,
    3. in exceptional cases, for other reasons of exceptional importance.
  9. The Rector may, in determining an appeal against a decision to impose a fee under subsection (1)(d):
    1. spread the payment of the fee over several instalments or postpone its payment, taking into account the health or social situation of the student,
    2. waive one-half of the tuition fee for the programme of study for each semester in which the study has been interrupted for at least 120 days or in which the student has not earned any credits as a result of the interruption; the fee so waived, if paid, shall not be refundable but may be credited against the tuition fee for the semester following the interruption,
    3. waive the tuition fee for a bachelor’s or master’s degree programme if the period of study, calculated in semesters, exceeds the standard period of study, provided that no more than one month has elapsed between the beginning of the semester for which the fee was assessed and the proper completion of the study.
  10. Fees related to the study referred to in paragraph 1 shall be paid by wire transfer to the account of the Prague University of Economics and Business.
  11. The fees are due:
    1. in the case of the fee for the acts connected with the admission procedure referred to in paragraph 1(a) and (c), with the submission of the application for studies,
    2. in the case of a fee for a longer course of study referred to in paragraph 1(b), 90 days from the date of receipt of the decision on the assessment of the fee,
    3. in the case of a fee for study in a study programme referred to in paragraph 1(d), set out in the decision on the assessment of the fee, the due date of which may not be less than 15 days from the date of delivery of the decision.
  12. The amount of fees associated with studies for the following academic year shall be published by the VŠE in the public part of its website no later than on the last day of the deadline for the submission of applications for studies.
  13.  On a regular quarterly basis, the VŠE shall publish in the public part of its website the official conversion to CZK for payments in EUR for payments to be made by the applicant or student in CZK.

Article 21
Delivery of documents to students and applicants

  1. If the decision issued in the proceedings pursuant to Section 50 of the Act grants the applicant’s application for admission to study and the applicant has agreed to this in his/her application, the decision shall be delivered to the applicant by making the decision available via the information system of the VŠE. Information about the making available of the decision shall be sent to the applicant at the e-mail address he/she provided for sending e-mails in the application for admission to study.
  2. Decisions on matters referred to in section 68(1)(a), (b) and (d) of the Act granting the student’s request and decisions on matters referred to in section 68(1)(e) of the Act shall be delivered by making the decision available through the information system of the VŠE. Information on the making available of the decision shall be sent to the student’s school e-mail address.

Article 22
The title “Honorary Doctor of Economics”

  1. The title of “honorary doctor of economics” (“doctor oeconomiae honoris causa”) may be awarded to particularly distinguished personalities of Czech and international science and practice, especially in economics.
  2. The title “Honorary Doctor of Economics” is awarded by the VŠE on the proposal of the Faculty’s Scientific Board with the prior approval of the VŠE Scientific Board.
  3. The procedure and details of awarding the title “Honorary Doctor of Economics” are set out in the Rules of Procedure of the VŠE Scientific Council. The title is conferred on graduation in accordance with Article 25(1)(c).

Article 23
Alois Rašín Medal

  1. The VŠE may award the Alois Rašín Medal to eminent personalities, especially for their merits for the development of the VŠE or for their contribution to the development of science and education.
  2. The award of the Alois Rašín Medal is decided by the Rector after discussion in the Academic Senate of the VŠE.
  3. The procedure and details of awarding the Alois Rašín Medal are set out in the Rector’s Directive.

Article 24
Academic insignia of the Prague University of Economics and Business

  1. The academic insignia of the VŠE are the rector’s scepter and academic chains. The academic insignia represent the external expression of the independent existence and autonomy of the VŠE.
  2. Academic insignia and their documentation are stored at the Rector’s Office.
  3. Academic insignia may be used at academic ceremonies, including those of other universities, or other important events. The Rector shall decide on the use of academic insignia and the rules governing their use.

Article 25
Academic ceremonies

  1. An academic ceremony is a solemn assembly of the members of the academic community of the VŠE or faculty. The following academic ceremonies are held at the VŠE:
    1. matriculation of students,
    2. graduation ceremonies,
    3. graduation doctor oeconomiae honoris causa ceremony
    4. the inauguration of the Rector,
    5. Dean’s inauguration,
    6. other ceremonial assembly of the academic community of the Prague University of Economics and Business designated by the Rector and
    7. other ceremonial assembly of the academic community of the faculty designated by its dean.
  2. The matriculation of students is an academic ceremony in which students admitted to their first year of study take the academic matriculation oath. The text of the matriculation oath is given in Annex 2. The dean or his/her designated academic staff member and other persons designated by the dean shall attend the matriculation ceremony.
  3. Graduation is an academic ceremony in which graduates of a degree programme take the academic graduation oath and receive their university diploma. The text of the graduation oath is given in Annex 3. The Rector or his/her designated academic officer, the Dean or his/her designated academic officer and other persons designated by the Dean attend the graduation ceremony.
  4. The graduation of doctor oeconomiae honoris causa is an academic ceremony held on the occasion of the award of the academic title “honorary doctor of economics”. The Rector and persons designated by him attend the honoris causa graduation ceremony.
  5. The inauguration of the Rector is an academic ceremony in which the newly appointed Rector is inaugurated by the previous Rector; if there is no Rector, then by the Chair of the AS VŠE. At the inauguration, the newly appointed Rector symbolically takes over the academic insignia of the VŠE. The inauguration of the Rector is usually attended by members of the VŠE AS, Vice-Rectors, Deans and other persons designated by the Chair of the VŠE AS.
  6. The inauguration of a dean is an academic ceremony during which the rector inaugurates the newly appointed dean and the chair of the academic senate of the faculty symbolically hands over the academic insignia of the faculty to him/her. The inauguration of the Dean is usually attended by the Vice-Rector, the Deans of the Faculties of the Prague University of Economics and Business, members of the Academic Senate of the Faculty, Vice-Deans of the Faculty and other persons designated by the Chair of the Academic Senate of the Faculty.
  7. An academic ceremony is also any other solemn assembly of the academic community of the VŠE or the faculty which the Rector or Dean determines to be such a ceremony. The Rector or Dean shall also lay down the rules for such an academic ceremony.
  8. In addition to academic insignia, university gowns may also be used in academic ceremonies.
  9. Details of the conduct of academic ceremonies, including the related use of academic insignia and university gowns, shall be determined by the Rector. The dean shall determine the details of the academic ceremonies referred to in paragraph 1(g), including the related use of academic insignia and university gowns.

Article 26
Transitional provisions

  1. This Statute shall govern the rights and obligations arising from the date of its entry into force.
  2. Unless otherwise provided, legal relations arising before the date of entry into force of these Statutes, as well as the rights and obligations arising therefrom, shall be governed by the existing Statutes and the existing internal regulations.
  3. If the internal or other regulations of the VŠE or directives, orders, measures or other similar acts refer to the provisions of the Statutes which are repealed by these Statutes, the corresponding provisions of these Statutes shall take their place.
  4. Persons who are organs or members of organs under the existing statutes shall also be organs or members of organs under these statutes. The term of office of those organs or members of those organs shall expire no later than the last day of the term of office under these Statutes.
  5. Proceedings initiated under the present Statute which have not been completed on the date of entry into force of this Statute shall be completed under the present Statute.
  6. The following shall be deemed to be additional units of the VŠE existing at the date of approval of this Statute:
    1. Centre for Information and Library Services (other department of the Prague University of Economics and Business within the meaning of Section 22(1)(c) of the Act),
    2. Centre for Physical Education and Sport (other department of the Prague University of Economics and Business within the meaning of Section 22(1)(c) of the Act),
    3. Certification Institute (other Institute of Higher Education within the meaning of Section 22(1)(c) of the Act),
    4. French-Czech Institute of Management (another Institute of Higher Education within the meaning of Section 22(1)(c) of the Act),
    5. Institute of Crisis Management (other Institute of Higher Education within the meaning of Section 22 (1) (c) of the Act),
    6. Institute of Property Valuation (another Institute of Higher Education within the meaning of Section 22(1)(c) of the Act),
    7. Oeconomica Publishing House (another department of the Prague University of Economics and Business within the meaning of Section 22(1)(c) of the Act),
    8. Computing Centre (other VŠE department within the meaning of Section 22(1)(c) of the Act),
    9. xPORT Business Accelerator (another VŠE workplace within the meaning of Section 22(1)(c) of the Act),
    10. Administration of special purpose facilities (special purpose facilities of the VŠE within the meaning of Section 22(1)(d) of the Act).
  7. The Rector shall submit the statutes of all other units of the VŠE for new approval to the AS of the VŠE no later than nine months after the registration of these statutes by the Ministry of Education, Youth and Sports.
  8. Amendment to Article 20(6) registered by the Ministry of Education, Youth and Sports on 28 November 2018 under no. MSMT-39257/2018 shall apply to students who will be enrolled for studies commencing in the academic year 2019/2020 and thereafter. Article 20(6), as in force until the date of entry into force of this amendment, shall apply to students enrolled for studies commencing in the 2018/2019 academic year and earlier.
  9. The amendment to Article 20(6) registered by the Ministry of Education, Youth and Sports on 25 October 2022 under no. MSMT-29564/2022-3 shall apply to students enrolled for studies commencing in the academic year 2023/2024 and thereafter. For students enrolled for studies starting from the academic year 2022/2023 and earlier, Article 20(6) shall apply as in force until the date of entry into force of this amendment, or in accordance with paragraph 8 of this Article.
  10. The amendment to Article 20(3) registered by the Ministry of Education, Youth and Sports on 8 April 2024 under no. MSMT-5787/2024-3 shall apply to the fees issued after 1 September 2024.

Article 27
Common provisions

  1. In the case of a study programme not conducted at a faculty, the Rector shall act and decide on the matters referred to in Article 15, paragraph 3, letter b) and Article 18 concerning this programme; the Rector shall also decide on the rights and obligations of a student in this study programme in the matters referred to in Section 68, paragraph 1 of the Act.

Article 28
Final provisions

  1. The Statutes of the Prague University of Economics and Business registered by the Ministry of Education, Youth and Sports on 20 November 2006 under No. 26 313/2006-30, as amended and supplemented, are hereby repealed.
  2. The annexes to this Statute are:
    1. Annex 1 – Management rules;
    2. Annex 2 – Text of the matriculation vows;
    3. Annex 3 – Text of the graduation vows.
  3. This Statute was approved pursuant to Section 9(1)(b) of the Act by the AS VŠE on 13 February 2017.
  4. This Statute shall come into force and effect on the date of registration by the Ministry of Education, Youth and Sports.

Amendments to the Statutes of the Prague University of Economics and Business come into force pursuant to Section 36 (4) of the Higher Education Act on the date of registration by the Ministry of Education, Youth and Sports.

Amendments to the Statutes of the Prague University of Economics and Business shall take effect on the date of registration by the Ministry of Education, Youth and Sports.

Management rules of the VŠE

Article 1
Introductory provisions

  1. The management of the VŠE is governed by the Act and other special legal regulations[1]) and the conditions set out in the decisions on the provision of contributions and subsidies, their purpose, use and settlement of subsidies with the state budget. It shall also be governed by internal regulations.
  2. The Rector and, to the extent stipulated by the Rector’s measure, the Bursar are authorised to specify the conditions of the management of the VŠE by directives and orders.
  3. The management of the VŠE and the disposal of its assets must be carried out in such a way as to avoid distortions of competition and the provision of unauthorised public support.

Article 2
Economics of the Prague University of Economics and Business

  1. The VŠE owns the assets necessary for the activities for which it was established and for the activities it carries out in its complementary activities. The basic sources of the VŠE’s management are capital and current subsidies, contributions from the State budget and other income pursuant to Section 18(2) of the Act and other special legal regulations.
  2. The VŠE uses the property economically and efficiently to perform tasks in educational, creative and complementary activities. It shall keep proper records thereof. The Rector or the bodies or persons referred to in the internal regulations shall decide on the disposal of the property of the VŠE. In the cases referred to
    15(1)(a) to (d) of the Act, the Rector decides after the opinion of the AS of the VŠE and the prior written consent of the Board of Trustees of the VŠE.
  3. The VŠE and the faculties finance their capital and current expenditure in the performance of their tasks in educational, creative and complementary activities. They may also finance the capital and current expenditure of their other activities in the areas of catering, accommodation, further education, libraries, information services and sports facilities in so far as they serve the staff or students and alumni of the VŠE. If the VŠE or faculty organises such activities jointly with another person, it shall share the costs or revenues according to the usage ratios agreed in the contract. Contractual arrangements may also be made for the payment of a proportionate part of the use of special-purpose facilities in a lump sum.
  4. The VŠE manages the costs and income budget (hereinafter referred to as the “VŠE budget”), which is prepared for the period of a calendar year. The budget of the VŠE shall not be drawn up as a deficit budget. At the end of the financial year, it shall settle the budget with the State budget and submit it to the Ministry of Education, Youth and Sports and other providers of funds from the State budget within the set deadlines. The budget of the VŠE shall include the investment budget and the budgets of funds. The budget shall be broken down into educational and creative activities, earmarked funds, research and development and supplementary activities. The current appropriations budget is organised into faculties, other budget centres and shared costs and revenues.
  5. The VŠE maintains its accounting records in accordance with the general accounting regulations, consistently separating costs and revenues associated with its complementary activities. The VŠE is managed as a single accounting entity. For internal budgeting, monitoring and evaluation of costs and revenues, it is divided into budget centres (Article 5).
  6. The Rector is responsible to the Minister for the efficient use of contributions and subsidies and for the settlement of subsidies with the state budget and for the proper management of property.
  7. The VŠE is entitled to accept repayable financial aid, loans and apply for credits, provided that their acceptance does not give rise to claims against the state budget and that their repayment is ensured within the framework of the VŠE’s management. Loans and credits are approved by the AS of the VŠE. The state does not guarantee the obligations of the VŠE.

Article 3
Management of current assets

  1. The VŠE receives the funds to ensure the activities financed from current funds, in particular:
    1. from grants and contributions,
    2. from fees related to studies and other fees according to the law,
    3. from the proceeds of the property,
    4. from income from ancillary activities,
    5. other revenues from the state budget, state funds, the National Fund, municipal and regional budgets and the EU budget,
    6. income from donations and inheritances, income from foundations and endowments,
    7. by pooling funds on the basis of association agreements,
    8. from the own funds created,
    9. from loans and borrowings from financial institutions,
    10. from other own revenues.
  2. Other ordinary income is a resource generated by the VŠE’s own activities and can be used to finance its activities. If the revenue is provided contractually for a specific purpose, the VŠE is bound by that contract in the use of the funds.
  3. The VŠE may acquire only securities issued by the State or securities whose repayment is guaranteed by the State or securities of a business corporation into which it has contributed assets.

Article 4
Management of capital assets

  1. The funds to ensure the activities financed from capital resources are obtained by the VŠE in particular:
    1. from grants or contributions,
    2. from public budgets and state funds,
    3. from the European Union budget,
    4. from the own resources of the Capital Asset Replacement Fund,
    5. from transfers between funds,
    6. by pooling resources on the basis of pooling agreements,
    7. from loans and borrowings from financial institutions,
    8. from earmarked income from donations and legacies, from income from foundations and endowment funds.
  2. Capital funds obtained from individual or system capital transfers (investment subsidies) from the state budget are earmarked and subject to annual settlement.

Article 5
Budget centres

  1. The budget centres are the Rector’s Office, faculties and other autonomous departments, which are designated in the budget of the Prague University of Economics and Business.
  2. The budget centres are governed by the budget of the VŠE and internal regulations.
  3. The Chief Budget Officer is responsible for the management results and compliance with the conditions for the use of the appropriations.
  4. Payments of a punitive nature resulting from the activities of the Budget Centre shall be charged to the Budget Centre.

Article 6
Equity and funds

  1. The VŠE establishes an equity account, which is the entity’s own source of asset coverage.
  2. The source of the equity account is mainly:
    1. contributions and subsidies received for the acquisition of fixed assets from the state budget, budget of territorial units and funds,
    2. contributions and grants received for the acquisition of fixed assets from abroad,
    3. donations received for the acquisition of fixed assets from home and abroad.
  3. The funds in the equity account may be used for the acquisition of fixed assets and their technical improvement. In the case of a contribution, grant or donation, only in accordance with the purpose of the contribution, grant or donation.
  4. The funds are centrally managed and the creation and use of individual funds is part of the budget of the VŠE. The following funds are established by the VŠE:
    1. reserve fund,
    2. capital asset replacement fund,
    3. scholarship fund,
    4. reward fund,
    5. a pool of earmarked funds,
    6. social fund,
    7. working capital fund.
  5. The reserve fund is made up of:
    1. from the allocation of after-tax profits,
    2. from the transfer of funds from the capital asset reproduction fund, the remuneration fund and the working capital fund.
  6. The Reserve Fund is intended mainly for:
    1. to cover losses for previous accounting periods,
    2. to transfer funds to the Capital Asset Replacement Fund, the Remuneration Fund and the Working Capital Fund.
  7. The Fixed Assets Replacement Fund consists of:
    1. the allocation of after-tax profits,
    2. accounting depreciation of fixed assets that were not acquired from the grant,
    3. from the residual value of sold and disposed fixed assets that were not acquired from the subsidy,
    4. from the balance of the allowance under section 18(2)(a) of the Act as at 31 December of the current year,
    5. by pooling funds for joint investment activities,
    6. by transferring funds from the Reserve Fund, the Remuneration Fund and the Working Capital Fund.
  8. The Fixed Assets Replacement Fund is intended for:
    1. for the acquisition and technical improvement of fixed assets,
    2. to cover repayments of investment loans and borrowings,
    3. to provide funds to other persons under a pooled investment contract,
    4. to finance the repair and maintenance of fixed assets,
    5. to transfer funds to the Reserve Fund, the Remuneration Fund and the Working Capital Fund.
  9. The scholarship fund is formed from the tuition fees pursuant to Section 58(6) of the Act. The Scholarship Fund is intended for the payment of scholarships in accordance with the VŠE Scholarship Regulations and its increment per calendar year is distributed in the VŠE budget of the following year. The balance of the fund is tracked in the accounts by budget centre.
  10. The remuneration fund is made up of:
    1. from the allocation of after-tax profits,
    2. from the transfer of funds from the Reserve Fund, the Capital Asset Replacement Fund and the Working Capital Fund.
  11. The Remuneration Fund is intended to:
    1. for the payment of wages and other monetary benefits in accordance with the Internal Wage Regulations of the Prague University of Economics and Business,
    2. to transfer funds to the Reserve Fund, the Capital Asset Replacement Fund and the Working Capital Fund.
  12. The earmarked fund is made up of:
    1. from earmarked donations, with the exception of donations for the acquisition and technical improvement of fixed assets,
    2. from earmarked funds from abroad,
    3. from earmarked public funds, including earmarked and institutional support for research and development from public funds, which could not be used by the VŠE in the financial year in which they were provided, up to 5% of the volume of earmarked public funds provided for individual research and development projects or research projects in a given calendar year; in the case of other support from public funds, up to 5% of the volume of such support provided in a calendar year; the VŠE shall notify the provider of the transfer of earmarked funds in writing.
      The resources of the earmarked fund are intended only for the purpose for which they were granted to the VŠE.
  13. The Social Fund is made up of a basic cost allocation of up to 2 % of the annual volume of costs charged to the VŠE for salaries, wage compensation and on-call bonuses. The amount to be created and used for a given calendar year shall be determined by the budget of the VŠE. The Social Fund is intended to be used for employers’ contributions to employees’ pension schemes and, where appropriate, for other contributions in accordance with the collective agreement.
  14. The Working Capital Fund is made up of:
    1. from after-tax profits,
    2. from the balance of the allowance under section 18(2)(a) of the Act as at 31 December of the current year,
    3. by transferring funds from the reserve fund, the capital asset reproduction fund and the remuneration fund.
  15. The Working Capital Fund is intended to:
    1. to cover current (non-investment) costs in the current calendar year,
    2. to co-finance grants that have such co-financing in the terms of the contract,
    3. to transfer funds to the reserve fund, remuneration fund and capital asset reproduction fund.
      The formation and use of the Working Capital Fund is tracked in the accounts by budget centre.
  16. The VŠE may make transfers between funds based on justified needs, namely between the reserve funD, the capital asset reproduction fund, the remuneration fund and the working capital fund. The Rector, on the proposal of the Bursar, decides on the transfer of funds between funds.
  17. The distribution of after-tax profits among the individual funds of the VŠE shall take into account the needs of the VŠE. The proposal for the distribution of profits to the funds is discussed and approved in the Annual Report on the management of the VŠE for the relevant calendar year.
  18. Profit after tax can only be distributed to the funds if the loss from previous periods has been settled.
  19. Fund balances at 31 December of the current year shall be carried forward to the following financial year.

Article 7
Provisions on complementary activities

  1. In complementary activities, the VŠE carries out, for a fee, activities related to its educational or creative activities or activities serving to make more efficient use of human resources and assets. Complementary activities must not compromise the quality, scope and availability of the activities for which the VŠE was established.
  2. The faculty bodies have the right to decide or act on behalf of the VŠE in the field of complementary activities and to dispose of the funds obtained from these activities in cases where these activities are related to or connected with the creation or implementation of study programmes or other competences entrusted to these bodies by internal regulations. The implementation of a complementary activity shall be subject to the inclusion of an appropriate proportion of the full and shared costs in its price. The amount of these costs shall be specified in the directive governing the complementary activity.

 “I solemnly promise to the academic community of the Prague University of Economics and Business and the Faculty that I will make every effort to achieve the highest possible level of expertise. I promise to act with integrity at all times, to conduct myself in accordance with the Code of Ethics of the Prague University of Economics and Business and to contribute by my conduct to strengthening the esteem and reputation of this University and the Faculty

The word Faculty shall be replaced in the text by the name of the Faculty whose students are taking the oath.
